Na noite do dia 28 de março, a Câmara Municipal de Vitória da Conquista promoveu uma Audiência Pública para debater a necessidade de intervenções urgentes na infraestrutura viária dos principais acessos da cidade, localizados no trecho urbano da Rodovia BR-116. A proposta foi apresentada pelo presidente da Casa, vereador Ivan Cordeiro da Silva Filho (PL), e contou com a participação de representantes do Poder Executivo, vereadores, técnicos, dirigentes de órgãos públicos e de entidades de classe, além de secretários municipais, lideranças comunitárias e empresariais, e cidadãos.
Autor da proposta para a realização da Audiência Pública, o presidente da Casa Legislativa, vereador Ivan Cordeiro da Silva Filho (PL), abriu os trabalhos destacando que seu propósito ao propor a iniciativa foi avançar no debate em torno da crescente necessidade de mobilização da sociedade para enfrentar as urgências que cercam a questão dos acessos da cidade, ressaltando que a interconexão entre representantes da sociedade civil, lideranças políticas e comunitárias e autoridades municipais, em seu entendimento, é essencial para promover um debate eficaz sobre as soluções para os problemas de infraestrutura que afetam a rotina dos cidadãos. O presidente da Casa Legislativa lembrou que os principais acessos da cidade enfrentam sérios problemas, que não apenas geram transtornos, mas também colocam em risco a segurança da população e são responsáveis por recorrentes acidentes, muitos com vítimas fatais. Ele alertou que não se pode mais aguardar passivamente por uma solução exclusiva do Governo Federal, já que, embora a Rodovia BR-116, que corta a cidade, seja de responsabilidade da União, é fundamental que a sociedade se mobilize, que cada cidadão faça sua parte, inclusive exigindo de seus representantes, as melhorias necessárias.
Ivan Cordeiro também mencionou que intervenções nas vias de acesso são fundamentais para garantir a mobilidade urbana e, consequentemente, o desenvolvimento econômico local, lembrando que dificuldades no trânsito afetam o comércio, o transporte público e a qualidade de vida dos moradores. “Portanto, precisamos nos mobilizar e exigir ações imediatas”, afirmou.

Em sua intervenção, o vereador Edjaime – Bibia – Rosa de Carvalho (UB) destacou que o tema já foi abordado em outras Audiências Públicas e expressou esperança de que, com o fim do contrato de concessão com a Via Bahia e a gestão provisória do Dnit (Departamento Nacional de Infraestrutura de Transportes, autarquia vinculada ao Ministério dos Transportes) na Rodovia BR-116, algumas demandas antigas possam ser concretizadas. Ele sugeriu à Câmara Municipal que agende uma visita ao ministro de Estado dos Transportes, José Renan Vasconcelos Calheiros Filho, para apresentar os projetos existentes para Vitória da Conquista e região.
“Precisamos ir a Brasília. Agora, é fundamental que nossos representantes políticos se empenhem mais. Todos nesta Casa devem deixar de lado as questões partidárias e abraçar essa causa, porque ninguém mais suporta tanto sofrimento. Dezessete anos não são dias, e convocamos também os políticos dos municípios vizinhos para participarem da audiência marcada para o dia 8 de maio”, afirmou o vereador.
O vereador Adinilson Nascimento Pereira (UB) afirmou que há riscos permanentes nos principais acessos da cidade, lembrando de diversas reuniões realizadas sobre o tema, envolvendo diferentes segmentos sociais, mas sem resultados concretos por parte da Via Bahia, que durante 16 anos foi a concessionária responsável pelos 554,1 quilômetros da BR-116 – Rodovia Santos Dumont, trecho entre Feira de Santana e a Divisa Bahia/Minas Gerais.
“Até hoje, nada mudou. Tenho trauma, pois moro às margens da BR-116 e fico assustado com o barulho de ambulâncias, pensando que pode acontecer um acidente no Sabão Teiú (Distrito Industrial)”.
O vereador do União Brasil também mencionou sua participação em protestos no trecho conhecido como “Trevo da Morte”, no Distrito industrial, devido ao sofrimento de famílias que perderam entes queridos em acidentes.
“Vamos falar mais sério, mostrar que nossa Casa Legislativa pensa no povo de Vitória da Conquista. Não podemos permitir que outra empresa, sem estrutura adequada, assuma nossa rodovia e que vidas continuem sendo ceifadas”, sublinhou.
O vereador Luciano Gomes Lisboa (PCdoB) também ocupou a tribuna para criticar a Via Bahia pelo histórico de descaso com Vitória da Conquista, destacando que a concessionária não cumpriu seus compromissos contratuais. Segundo ele, enquanto Feira de Santana, com menor representatividade política, recebeu investimentos, Vitória da Conquista ficou de fora.
“Fizemos diversas visitas a ministros (de Estado) dos Transportes cobrando providências para a duplicação da BR-116, mas sem sucesso. Não sabemos ao certo o que está previsto neste contrato, pois, pelo que sei, os viadutos já deveriam estar prontos e nada foi feito. As pessoas continuam morrendo”, pontuou.
Ele também ressaltou a gravidade do problema na saída para Itambé, na alça Sul do Anel Rodoviário, e afirmou que seu mandato tem trabalhado para a qualificação da BA-263 (Vitória das Conquista/Itambé), que hoje é uma rodovia bastante utilizada, mas carece de investimentos do Governo Estadual. “Às vezes, é preciso colocar quebra-molas, mesmo que não sejam pauta comum, pois a Educação no Trânsito ainda deixa a desejar. Medidas como essas são necessárias para evitar acidentes”, concluiu.
Em seu pronunciamento, o vereador Fernando – Jacaré – Vasconcelos Silva (PT) reforçou que a questão exige esforços de diferentes setores, incluindo o poder público, a iniciativa privada e a sociedade civil, envolvendo parlamentares estaduais e federais, prefeitos e vereadores da região Sudoeste. Para o petista, a presença maciça de todos na reunião que a Antt (Agência Nacional de Transportes Terrestres) realizará em Vitória da Conquista, no dia 8 de maio, é fundamental.
“Este é um tema de todos nós, e a audiência de hoje foi extremamente importante. Concordo com a prefeita (Ana Sheila Lemos Andrade, do UB) ao dizer que não podemos esperar pelo tempo de uma nova Licitação. Os Governos Estadual e Federal, assim como os deputados baianos, precisam adotar um discurso unificado, pois não suportamos mais tantos acidentes diários. Ela ressaltou que a cidade não deve se contentar com soluções improvisadas, mas sim buscar ações permanentes. “É o momento de planejarmos um novo Anel Viário para Vitória da Conquista, pois o que temos atualmente já é um Rodoanel”, declarou.

Após a construção do Anel Viário, que inicialmente não contemplou a construção de viadutos, veio a concessão da Via-Bahia, que também não previa essa infraestrutura, um tema que sempre gerou descontentamento na sociedade conquistense”, destacou.
De acordo com o parlamentar, a cidade perdeu a chance de ter a duplicação da BR-116 e a construção dos viadutos pelo Governo Federal devido à irresponsabilidade da Via-Bahia, e classificou o contrato com a concessionária anterior como a pior concessão já realizada no país. Tiago Correia ressaltou o comprometimento da Assembleia Legislativa da Bahia com essa questão e sublinhou a necessidade de intensificar a mobilização em torno de investimentos emergenciais, reforçando que a questão transcende os interesses locais.
José Maria Alves Caires, empresário e representante do Movimento Duplica Sudoeste, destacou a relevância da participação da população no debate, que, segundo ele, poderá ser ainda mais enriquecido durante o evento programado para o dia 8 de maio, com a presença de representantes do Ministério dos Transportes e da Agência Nacional de Transportes Terrestres (Antt).
“(Na audiência pública) Serão apresentados os detalhes da nova concessão da BR-116. Quero convocar todos os vereadores e cidadãos comprometidos com o bem-estar de Vitória da Conquista a se juntarem a nós. Há o risco de que essa audiência e a apresentação do Edital (de Concessão do trecho rodoviário) se tornem uma mera formalidade”, alertou, ressaltando que a comunidade pode e deve contribuir para a elaboração do Edital, que interessa a todos.
Karine Cardoso Esteves, Técnica e representante da Unidade Vitória da Conquista do Serviço Social do Transporte e Serviço Nacional de Aprendizagem do Transporte (Sest/Senat), destacou a importância educativa e social do transporte, ressaltando que a Entidade oferece aproximadamente 800 capacitações certificadas, com o objetivo de garantir acessibilidade a todas as pessoas de maneira humanizada e responsável.
Segundo Karine, a construção de uma sociedade segura e acessível envolve a promoção da segurança viária, a mobilidade urbana e a inclusão, assegurando que os espaços sejam acessíveis a todos.
“O Sest/Senat convida a população de Vitória da Conquista – ou conquistense, como eu – a se unir para transformar a cidade em um modelo de acessibilidade, onde a mobilidade seja planejada e pensada para todos”, declarou ela.
O engenheiro Fernando Gomes de Oliveira, sócio-gerente da Mobex Engenharia, empresa especializada na construção de rodovias e ferrovias, destacou a urgência da construção de um viaduto no trecho conhecido como “Trevo da Morte”, que dá acesso ao Distrito Industrial dos Imborés, local com elevado índice de acidentes. Segundo ele, não há mais opções viáveis para passagens em nível.
“É fundamental que a solução seja em desnível. Não podemos nos satisfazer com soluções temporárias em nível, pois essas alternativas já se tornaram obsoletas. É necessário levar essa questão às autoridades federais, pois não há preço que compense a vida humana. Não podemos aceitar essa situação”, afirmou.
Fernando Gomes também enfatizou que os profissionais locais, o Governo Municipal, através da Empresa Municipal de Urbanização de Vitória da Conquista (Emurc), já esteve à frente de grandes projetos, inclusive firmando convênios com órgãos federais para realizar obras de travessia urbana, recuperar a Barragem de Água Fria em tempos de grave crise hídrica e realizar o recapeamento de estradas.
“Vitória da Conquista é uma cidade vibrante, forte e significativa. Recentemente, e também em momentos passados, a cidade demonstrou sua força e liderança ao se envolver em questões técnicas e políticas. É hora de recuperar o protagonismo de Vitória da Conquista, que possui talentos competentes em diversas áreas do conhecimento”, enfatizou.
O Engenheiro Agrônomo, Civil e de Segurança Raoni da Silva Correia, Inspetor-Chefe da Inspetoria Regional de Vitória da Conquista do Conselho Regional de Engenharia, Arquitetura e Agronomia do Estado da Bahia (Crea BA), também presente à Audiência, destacou que a infraestrutura é fundamental para o desenvolvimento local e alertou que a cidade já não suporta a circulação dos cerca de 170 mil veículos presentes nas ruas.
Ele destacou como um problema relevante a baixa ocupação da área interna do Anel Viário, que apontou opera com menos de 20% de sua capacidade total. Um dos principais obstáculos, segundo ele, é a saída para Itambé, por onde circulam diariamente 28 mil veículos.
O Inspetor-Chefe da Inspetoria Regional de Vitória da Conquista do Crea/BA, afirmou que a urgência de melhorias na infraestrutura viária dos principais acessos urbanos do município depende da união entre sociedade e classe política. Segundo ele, a mobilização conjunta é essencial para encontrar alternativas eficazes e implementar melhorias na infraestrutura viária da cidade. “É necessário mobilizar a sociedade e contar com o comprometimento da classe política”, concluiu.

Ele apontou como pontos críticos os cruzamentos na saída para Barra do Choça, no Bairro VI (que conecta a Itambé), na alça do Anel Viário com acesso ao Bairro Campinhos, na saída para Anagé e no trevo de acesso ao Distrito Industrial, locais onde são registrados frequentes acidentes graves.
O Policial Rodoviário Federal destacou que diversos fatores influenciam a questão (frequentes acidentes), tornando insuficiente a mera fiscalização. Para enfrentar o problema de forma eficaz, pontuou, é essencial reavaliar o comportamento dos motoristas. “É uma questão abrangente que enfrentamos diariamente, e a discussão precisa ser iniciada e mantida. É angustiante terminar o plantão sabendo que houve um acidente fatal. Por outro lado, fico muito feliz quando acabo meu turno sem registrar acidentes, pois é um sucesso que levo comigo. O diálogo traz resultados positivos, e a cidade só tem a ganhar com isso”, afirmou.

A Gerente Regional do Serviço Social da Indústria (Sesi) concluiu reforçando que a atração de novos investimentos, um ambiente de negócios favorável, infraestrutura mais eficiente, melhoria da imagem institucional e da qualidade de vida das pessoas são dependentes de investimentos em mobilidade.
Em sua intervenção, José Luís Mendes Marinho de Andrade, presidente da Associação das Indústrias de Vitória da Conquista (Ainvic), pontuou que a cidade avançou nas cobranças devido à mobilização da sociedade e do poder público, mas agora é hora de buscar soluções. O empresário destacou a situação do acesso ao Centro Industrial, que, segundo ele, é um dos trechos mais alarmantes. “Esse é um problema que atinge e ceifa muitas vidas, tanto de funcionários quanto de moradores”, acrescentando que, segundo dados da ViaBahia, ex-concessionária da Rodovia BR-116, 59 pessoas perderam a vida nesse trecho entre 2010 e 2024. “Os números são alarmantes, e apenas no ano passado, oito vidas foram perdidas”, destacou, lembrando que a rotatória foi construída na década de 1970, em uma época de tráfego significativamente menor do que o atual. O empresário finalizou ressaltando que, em sua visão, a infraestrutura deve, acima de tudo, evoluir de acordo com o aumento da demanda.
