Vitória da Conquista vive um novo capítulo de tensão jurídica e educacional com a promulgação da Lei Municipal nº 3.029, que autoriza o uso da Bíblia Sagrada como material didático complementar nas Escolas da Rede Pública Municipal de Ensino. A norma não foi sancionada pela prefeita Ana Sheila Lemos Andrade (União Brasil). Diante da ausência de manifestação do Executivo Municipal, coube ao presidente do Legislativo Municipal, vereador Ivan Cordeiro da Silva Filho (PL), oficializar a promulgação da norma. O ato reacendeu discussões na cidade sobre os princípios da laicidade do Estado, a liberdade religiosa e os limites da atuação legislativa nas diretrizes educacionais.
A proposta do vereador Edvaldo Santos Ferreira Júnior (PSDB), aprovada pela Câmara Municipal, gerou reações imediatas por parte de Entidades representativas. Embora o texto não estabeleça a obrigatoriedade do uso da Bíblia nas Escolas da Rede Municipal de Ensino, restando claro que o Projeto destaca o caráter facultativo da medida. Segundo o parlamentar, a iniciativa deve ser aplicada com respeito à diversidade religiosa, sem qualquer imposição de práticas de cunho espiritual ou doutrinário.
Mesmo com a ressalva incluída na Lei, o Sindicato do Magistério Municipal Público de Vitória da Conquista reiterou sua posição contrária, alegando que a medida fere o caráter laico da Educação Pública e não atende às demandas pedagógicas da Rede.
Já a Subseção Vitória da Conquista da Ordem dos Advogados do Brasil divulgou Nota Oficial repudiando a iniciativa. Na Nota, OAB/Vitória da Conquista, aponta que a Lei aprovada e sancionada pela Câmara Municipal ignora a diversidade religiosa presente no município e compromete princípios constitucionais. “Ao priorizar a Bíblia, a Lei compromete a isonomia entre cidadãos, prevista no Artigo 5º, Caput, da Constituição Federal, e a liberdade religiosa, assegurada no Artigo 5º, Inciso VI”, afirma o texto.
Além das críticas de ordem material, a Entidade jurídica aponta vícios formais na legislação, como a usurpação da competência privativa da União para definir diretrizes educacionais e a interferência indevida na gestão curricular, que é atribuição do Executivo Municipal. A recomendação da OAB/Vitória da Conquista é que a norma seja contestada judicialmente por meio de uma Ação Direta de Inconstitucionalidade (ADI) junto ao Tribunal de Justiça da Bahia.
“A Ordem dos Advogados do Brasil, Seccional Bahia, Subseção Vitória da Conquista, expressa sua oposição à Lei Municipal nº 3.029, de 1º de agosto de 2025, promulgada pela Câmara Municipal, que autoriza o emprego da Bíblia Sagrada como material didático complementar nas Unidades Educacionais da Rede Pública Municipal”, conclui a Nota.
O impasse reacende discussões sobre os limites entre fé e Ensino Público, e coloca em evidência o papel das Instituições na defesa da pluralidade e da legalidade constitucional.
