Os recursos do Programa de Apoio à Manutenção da Educação Infantil – Novos Estabelecimentos e Novas Turmas já podem ser solicitados pelos municípios e pelo Distrito Federal. Para fazer a solicitação, o Ministério da Educação (MEC) disponibilizou o Sistema Integrado de Monitoramento, Execução e Controle (Simec). O objetivo da iniciativa é aumentar a oferta de vagas em Creches e Pré-escolas.
O Programa foi instituído pelas Leis n.º 12.499/2011 e 12.722/2012 e regulamentado, respectivamente, pelas Resoluções CD/FNDE nº 7 e 6, de 28 de abril de 2025. As Resoluções, estabelecem os critérios e procedimentos para a transferência automática de recursos financeiros aos entes.
Por meio do Programa, o MEC apoia financeiramente a área para garantir a expansão da oferta e o funcionamento regular das novas matrículas – seja em novos locais ou em novas turmas de Educação Infantil, até que sejam computadas para recebimento de recursos do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb).
Como solicitar os recursos
O primeiro passo para solicitar o apoio financeiro é acessar o Sistema Integrado de Monitoramento, Execução e Controle (Simec) o Módulo E. I. Manutenção, nas abas “Novos Estabelecimentos” ou “Novas Turmas”.
No passo seguinte, o município ou DF deve cadastrar as novas matrículas oferecidas em novos estabelecimentos públicos de Educação Infantil, construídos com recursos do Governo Federal. Além disso, também devem ser cadastradas as matrículas em novas turmas de Educação Infantil oferecidas em Instituições Educacionais Públicas ou em Instituições Comunitárias, Confessionais ou Filantrópicas sem fins lucrativos conveniadas com o poder público.
As solicitações serão analisadas pela Coordenação-Geral de Educação Infantil (COGEI) da Diretoria de Políticas e Diretrizes da Educação Integral Básica (DPDI) da SEB. O Gabinete da SEB publica as Portarias no Diário Oficial da União (DOU), que autorizam o Fundo Nacional de Desenvolvimento da Educação (FNDE) a realizar o pagamento.
Valores
O apoio financeiro equivale ao valor anual mínimo por matrícula em Creche e em Pré-escola, em período integral e parcial, estabelecido no país pelo Fundeb, computando-se 1/12 desse valor para cada mês de funcionamento.
Caso o município ou o DF não cadastre as informações entre o início do funcionamento e o início de recebimento dos recursos do Fundeb, perderá o direito de pleitear o apoio financeiro.
A transferência será realizada em parcela única e automaticamente pelo FNDE, em conta específica, aos municípios e ao Distrito Federal, mediante disponibilidade orçamentária.
