O Ministério Público Eleitoral da 039ª Zona de Vitória da Conquista determinou o arquivamento do Inquérito Policial que investigava a vereadora eleita Dirléia – Léia de Quinho – Santos Meira, do PSD, por supostas irregularidades eleitorais nas eleições de 2024. A decisão, assinada pelo Promotor de Justiça Marcelo Pinto de Araújo na quarta-feira (16), foi fundamentada na ausência de provas concretas que sustentassem as denúncias feitas de forma anônima.
A investigação teve início após denúncia anônima recebida pelo Canal “Comunica PF” (Plataforma de Comunicação que permite a comunicação online de crimes de atribuição investigativa da Polícia Federal) que apontava três suspeitas principais: compra de votos, candidaturas fictícias para desvio de recursos do Fundo Eleitoral e transferências fraudulentas de domicílio eleitoral de eleitores de Belo Campo (município onde a candidata era primeira-dama) para Vitória da Conquista.
Dirléia – Léia de Quinho – Santos Meira, filiada ao PSD, foi eleita com 4.272 votos, tornando-se a segunda vereadora mais votada de Vitória da Conquista em 2024, demonstrando forte apoio popular e articulação política na região.
Durante a apuração, a Polícia Federal solicitou dados ao Tribunal Regional Eleitoral da Bahia (TRE-BA), ouviu depoimentos e analisou as Prestações de Contas das candidatas do PSD que concorreram ao Legislativo Municipal. Nenhum depoimento confirmou as denúncias contra Dirléia – Léia de Quinho – Santos Meira. As candidatas ouvidas negaram ter repassado recursos à vereadora ou participado de qualquer esquema ilícito, apresentando comprovantes de gastos exclusivamente com a campanha. Em depoimento, a investigada também negou envolvimento em práticas ilegais, afirmando que sua campanha foi financiada integralmente com recursos do Fundo Partidário, cujas contas foram aprovadas pela Justiça Eleitoral, e que a vitória foi resultado de trabalho de base nos Bairros e na Zona Rural.
Ao longo da investigação, Dirléia – Léia de Quinho – Santos Meira autorizou o acesso da Polícia Federal aos seus dados fiscais e bancários de 2024, recusando o acesso a informações telefônicas, alegando questões de privacidade.
A Polícia Federal também não encontrou indícios de uma “transferência em massa” de eleitores de Belo Campo para Vitória da Conquista. Dados do Tribunal Regional Eleitoral da Bahia revelam que cerca de 100 eleitores mudaram seu domicílio eleitoral, uma quantidade considerada irrelevante frente ao total de eleitores dos dois municípios.
Quanto à acusação de compra de votos, a investigação não identificou qualquer eleitor que tenha declarado ter recebido dinheiro ou vantagens em troca de votos. As imagens de reuniões e veículos adesivados, apontadas como provas, foram consideradas insuficientes para configurar crime.
Em parecer final, o Ministério Público Eleitoral destacou que, de acordo com entendimento consolidado do Tribunal Superior Eleitoral (TSE), a cassação de mandato ou a imputação de crimes eleitorais exige provas sólidas e inequívocas, o que não foi constatado neste caso. Diante da ausência de “provas minimamente concretas”, conforme Relatório da Polícia Federal, o Promotor Marcelo Pinto de Araújo determinou o arquivamento do inquérito. A decisão segue a jurisprudência do Supremo Tribunal Federal, que determina a comunicação do encerramento da investigação ao Judiciário e aos investigados.
Assim, encerra-se um episódio delicado na política de Vitória da Conquista que envolveu o nome de Dirléia – Léia de Quinho – Santos Meira (PSD) e mobilizou debates sobre transparência e uso de recursos públicos em campanhas eleitorais.
A reportagem do JS tentou contato com a vereadora Dirléia – Léia de Quinho – Santos Meira para que ela comentasse a decisão do Ministério Público Eleitoral, mas não obteve retorno até o momento. O espaço permanece aberto para manifestação, caso ela queira se pronunciar.
