Entes deverão executar o mínimo de 60% do valor recebido no ano anterior

O Ministério da Cultura (MinC), por meio do Decreto nº 12.409, publicado nesta sexta-feira, (14/3), está garantindo a manutenção integral dos recursos da Lei Aldir Blanc para os estados e municípios que executarem o mínimo de 60% do montante recebido no ano anterior. Isto significa que se todos os entes cumprirem estes requisitos, serão investidos R$ 3 bilhões por ano em cultura, até 2027.
“Conquistamos uma grande vitória que atende à pactuação que fizemos com os Fóruns de Gestores estaduais e municipais e agentes culturais. Seguimos cumprindo nosso compromisso de fazer com que o maior investimento direto em cultura da história beneficie todo o país”, comemorou a ministra da Cultura, Margareth Menezes, após encontro com o presidente Lula nesta quinta-feira, (13), quando reforçou a importância da Lei Aldir Blanc e das políticas culturais.
O secretário-executivo do MinC, Márcio Tavares, reforça que com o Decreto, o que determina a quantia que será destinada aos entes anualmente não é a Lei Orçamentária Anual (LOA), mas o valor aferido a partir da execução de estados, municípios e Distrito Federal. Outro destaque é a adequação do instrumento ao Marco Regulatório do Fomento. “Com essa medida estamos estimulando a boa execução dos recursos, com transparência e eficiência, e fazendo com que os investimentos cheguem na ponta, aos trabalhadores da cultura e à população em geral que pode usufruir dos bens culturais”, explica.
O próximo passo é a construção da portaria que irá regulamentar o Decreto. Esse processo também será feito em conjunto com a comunidade cultural.
