Deputado Luiz Gastão e entidades do setor produtivo apontam risco de aumento de custos, informalidade e perda de competitividade com a proposta que altera jornada de trabalho

O relator da Proposta de Emenda à Constituição 8/2025, deputado federal Luiz Gastão (PSD-CE), fez um alerta direto sobre os impactos da proposta que pretende acabar com a escala 6×1 e instituir uma jornada de trabalho de quatro dias por semana. Segundo ele, os estudos preliminares indicam um aumento significativo no custo das empresas.
“Todo o setor produtivo está preocupado, porque os estudos que estão chegando ao nosso conhecimento mostram um aumento de até 30% no custo da mão de obra. No final das contas, quem paga essa conta é o consumidor”, afirmou o parlamentar.
A proposta, apresentada pela deputada Erika Hilton (PSOL-SP), pretende reduzir a jornada semanal máxima para 36 horas, distribuídas em quatro dias, eliminando o modelo tradicional da escala 6×1 — seis dias de trabalho e um de descanso — previsto na Constituição Federal.
Para Luiz Gastão, além dos impactos econômicos, a proposta não traz, da forma como está, o retorno esperado em benefícios reais aos trabalhadores. “Há uma certeza de que esse projeto, da forma que ele está, traz aumento de custo para as empresas e não entrega o benefício esperado aos trabalhadores. Mas o que nós estamos querendo é que, através da discussão e do relatório, possamos apresentar alternativas para melhorar a relação capital e trabalho.”

A preocupação com os efeitos da medida é compartilhada pela Confederação das Associações Comerciais e Empresariais do Brasil (CACB), que representa mais de duas mil entidades em todo o território nacional. O presidente em exercício da confederação, Ernesto João Reck, defendeu cautela: “Não é hora de discutir redução de jornada de trabalho. Teremos problemas de aumento de custo, de elevação de despesas, e isso vem prejudicar a competitividade do nosso empresariado.”
Reck reforçou que o Brasil ainda enfrenta desafios estruturais que inviabilizam mudanças profundas nas regras do trabalho sem comprometer a formalização e a geração de empregos.
Pesquisa
O debate sobre a PEC 8/25 ganha força ao mesmo tempo em que a sociedade e o Congresso analisam com atenção os rumos da economia brasileira. Pesquisa divulgada na última semana pelo Instituto Genial/Quaest, que ouviu 203 deputados federais entre maio e junho, mostra que 70% dos parlamentares são contra a mudança na escala 6×1, incluindo 55% dos deputados da base do governo. A rejeição à proposta é ainda mais expressiva entre parlamentares da oposição, alcançando 92%, enquanto 74% dos independentes também se posicionam contra a medida. Os dados revelam um Congresso atento aos sinais de instabilidade e às preocupações do setor produtivo.
Relator da matéria na Câmara, Luiz Gastão já articula uma audiência pública para a primeira semana de agosto, com o objetivo de ouvir empresários e trabalhadores. Ele reforça a importância do setor produtivo para o funcionamento da economia. “Quando se paga a folha, paga-se o salário. E esse salário vira renda, que alimenta o consumo, que gera arrecadação. Esses impostos sustentam saúde, educação, segurança. Temos que parar de tratar o empresário como vilão. O empresário é quem gera emprego e movimenta a economia do país”, afirmou.
Números do setor produtivo
Segundo dados do Ministério do Trabalho e Emprego, o setor privado fechou 2024 com cerca de 46 milhões de empregos com carteira assinada — um aumento de quase 1,8 milhão em relação ao ano anterior. Os setores que mais cresceram foram Serviços, Comércio e Construção, com destaque para a abertura de milhares de novos estabelecimentos com empregados.
Hoje, o setor produtivo privado é o maior empregador do Brasil, responsável pela massa salarial que mantém a máquina pública em funcionamento por meio dos tributos gerados. “A grande massa salarial que existe no país vem do setor produtivo, não é do governo”, conclui Gastão. O deputado, que já prepara seu plano de trabalho como relator, defende que a discussão aconteça com base técnica, responsabilidade e ouvindo todos os lados — sem improviso nem imposição.
